The districts in yellow in UP are largely issues with device or reporting. Take Pilibhit for example. It is surrounded by districts where the rainfall is deficient but no where as less as Pilibhit.
Deoria district as per IMD has been getting 70-80%(perpetual yellow) below normal for many years now. Last year as per IMD, Deoria was India's driest district. See article link https://www.downtoearth.org.in/climate-change/monsoon-2025-deoria-indias-driest-district-with-87-rainfall-deficit
So yes the monsoon is say 25% below normal but not as bad as what IMD data suggests.
I can't imagine the state met officials not realizing this for years.

To summarize the monsoon rainfall in Deoria as per IMD was only 10 cm last year. Beats me how IMD lets out such data. You have contacts in the met department, maybe you can pass a word to IMD :)
